After regaining its independence Azerbaijan Republic has entered a new phase of economic development completing the process of transition to a market economy as a result of a wide range of socio-economic reforms and economic transformations.

For the new development stage of Azerbaijan's economy “Development Concept: Azerbaijan 2020: Outlook to the Future" was approved under the Decree No.800 of the President of the Republic of Azerbaijan on December 29, 2012. The key priorities set out in the concept are to boost the economic diversification through effective use of natural resources and regional capacity, achieve the production of competitive and export-oriented high value-added products and services, provide the enhancement of social wellbeing of the population, develop the human capital and support scientific potential.



Furthermore, the innovative economic development task set out in the concept are accompanied by several global challenges. The latest international integration trends indicate that as a result of restructuring of scientific researches and industry, along with labor-intensive activities the activities such as scientific research, designing, product design, and other high-value-added activities are being transferred to the developing countries.

From this standpoint, these changes will open up extensive opportunities in terms of efficient use of available natural and human resources, expansion of regional integration and enhancement of socio-economic sustainability of the country’s socio-economic development. Discussion of the mentioned issues needed for achievement of the established goals was accomplanied by the importance of of extending the joint and effective cooperation between the international financial institutions, local and foreign research centers and universities. Azerbaijan made its own contribution hosting numerous major international events.

Thus, within the framework of active cooperation with the Economic Cooperation Organization (ECO) in recent years and with a view to developing an academic platform for ECO’s member states in the region to discuss the aforesaid issues  on 5-6 September 2013, the First Baku Forum of Economic Think Tanks of ECO member states and the First International Conference on “Energy, Regional Integration and Socio-Economic Development” were held in Baku, Azerbaijan Republic.

I The main aim of holding «Baku Forum-Conference» was to establish sustainable partnership relations among Think-Tanks of ECO member states (Afghanistan, Azerbaijan, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan, Turkey, Turkmenistan and Uzbekistan). Study of integration within the countries in the region, integration in the globalizing world, discussion of socio-economic development issues and exchange of views on a number of outstanding issues were on the agenda of the Conference.

I Bakı Forum–Conference” was held with a particular focus on cooperation, participation of foreign and local participants engaged in conduct of research on energy, trade, agriculture, infrastructure, regional integration and socio-economic development to provide extensive exchange of views. Besides the travel costs, the  Economic Reforms and Scientific Research Institution covered other expenses that may be incurred by participants locally (venue of conference: “Baku Business Center”, welcoming at “Qafqaz Baku City” Hotel and Residences). The Conference Organizing Committe also reimbursed the travel costs of some part of selected participants invited from ECO member states.

Participants of the International Conference on “Energy, regional integration and socio-economic development”, as a rule, submitted their articles online via the website (www.ecomod.net) of «EcoMod Network" Company. Selection of articles was carried out and successful authors were invited to participate and present a report in the Conference.

Participants representing the countries such as Iran, Pakistan, Belgium, Turkey, Japan, Malaysia, Italy, Kazakhstan, Kyrgyzstan and Tajikistan Republic, as well as the Economic Cooperation Organization (ECO), Trade and Development Bank of the Economic Cooperation Organization (ECOTDB), Head Office of Turkish Cooperation and Development Agency (TIKA), Science Park of Middle East Technical University (METU-Techno park) of the Republic of Turkey, Institute on Comparative Regional Integration Studies (UNU-CRIS) of the United Nations University and delegates from 41 foreign countries attended «Baku Forum-Conference».

The First Meeting of Economic Think-Tanks of Economic Cooperation Organization (ECO) member states was held on September 4, 2013, one day before the start of «Baku Forum-Conference».
